The 2023 Deyr floods caused widespread destruction across Somalia, damaging homes, livelihoods and essential infrastructure. Thousands of families were displaced as floodwaters affected settlements along river systems and low-lying areas, creating an urgent need for housing recovery and reconstruction support.
People in Centre supported UNDP Somalia in assessing housing damage and developing a framework for resilient housing recovery. The work combined field assessments, stakeholder consultations and analysis of housing needs across affected districts. Particular attention was given to understanding the scale of damage, the needs of vulnerable households and opportunities to reduce future flood risks through improved housing and settlement planning.
The framework proposed approaches for repairing damaged homes, reconstructing destroyed housing and strengthening community resilience. It outlined institutional arrangements, implementation mechanisms and financing strategies to support recovery at scale while encouraging owner-led reconstruction and community participation.
The work contributed to a broader effort to move beyond emergency shelter responses and establish pathways for durable recovery. The framework provided guidance for government agencies and development partners seeking to support safe, resilient and inclusive housing recovery in flood-affected communities across Somalia.
