Brief Description
The Mozambique Recovery Facility (MRF) was established to support recovery and resilience-building following the devastation caused by Cyclones Idai and Kenneth in 2019. Implemented through a partnership between the Government of Mozambique, UNDP and other development partners, the programme supported recovery across housing, livelihoods, public infrastructure and institutional capacity.
People in Centre undertook an independent evaluation of the programme to assess its relevance, effectiveness, efficiency, sustainability and contribution to resilient recovery. The evaluation reviewed programme performance across multiple provinces and examined how recovery investments contributed to long-term resilience and local capacity.
The assessment included document review, field visits, stakeholder consultations and community-level discussions. Particular attention was given to the programme’s support for resilient housing, restoration of livelihoods, recovery governance arrangements and mechanisms for coordinating recovery investments across sectors and institutions.
The evaluation identified lessons for future post-disaster recovery programmes and provided recommendations on financing mechanisms, institutional arrangements, monitoring systems and approaches for strengthening recovery planning and implementation. The findings contributed to discussions on improving national recovery systems and enhancing preparedness for future climate-related disasters.
