After the earthquake in Bhachau, Kutch in 2001, a new development planning process was initiated under the Bhachau Area Development Authority (BhADA). However, it was felt that unless critical issues related to the poor were looked into, the whole process might marginalise them. The write-up available here explores the issues of the poor during reconstruction and develops a perspective in the context of Bhachau.
