Kosi Flood Reconstruction and Rehabilitation Programme, Bihar

Supported the Government of Bihar's Kosi flood rehabilitation through policy support, technical guidelines and owner-driven reconstruction assistance.

Period2011

People in Centre was involved in Kosi flood rehabilitation as part of the ODR Collaborative. The involvement was manifold: i) Policy support to the Government of Bihar to evolve an owner-driven reconstruction programme and assistance package — based on this approach, the Government of Bihar, with help from the World Bank, launched a programme to cover 100,000 houses; ii) Technical guidelines for reconstruction of houses, with a focus on promoting local materials, particularly the use of bamboo — participating in the technical committee set up by the Government of Bihar under the chairmanship of Dr. A. S. Arya; iii) providing technical support for the owner-driven process and construction in two hamlets — Orlaha and Puraini (district Supaul); and iv) enabling the Government of Bihar to undertake an ‘Owner Driven Reconstruction Programme’ for Kosi flood rehabilitation in Supaul, Madhepura and Saharsa.
