A team of consultants led by Vivek Rawal assessed the post-tsunami rehabilitation project implemented by the South Indian Federation of Fishermen Societies (SIFFS) with support from the HIVOS consortium. Using the Hyogo Framework for Action (HFA), the assessment aimed at outcome-level learning for both SIFFS and HIVOS for their future involvement in disaster rehabilitation programmes.
