Gujarat Plan Made in Haste

Gujarat earthquake reconstruction is seen as one of the most effective rehabilitation programme. This success can be attributed to a large extent to the policy framework put in place by the Government of Gujarat. However, there are certain areas that needed a careful and critical review.
